Taking the Stairs

On consequence without agency

Thailand ordered its civil servants to take the stairs.

Not as a wellness initiative. Not as a green policy or a team-building exercise. Because the Strait of Hormuz has been closed for two weeks and Thailand has 95 days of energy reserves left, and the elevator is something they can afford to give up.

They also turned up the air conditioning to 27 degrees Celsius. Told employees to leave their suits at home. Ordered everyone who could work from home to do so.

Vietnam called on businesses to reduce travel. The Philippines instituted a four-day work week. Pakistan did too. Bangladesh moved up the Eid holiday and closed universities early. India suspended LPG shipments to commercial operators to preserve household gas — the hotels and restaurants are now wondering whether they'll have to close.

Japan is the fourth-largest economy in the world. South Korea is a global technology power. They have reserves and currency strength and diplomatic relationships. And still, the closure of a waterway they don't border and cannot influence has them scrambling.

The smaller economies have less runway. 95 days is not an abstract statistic — it's a hard horizon. After that, the question of what to do becomes much more concrete than taking the stairs.

None of these countries had a voice in Operation Epic Fury.

They didn't vote on the decision to launch strikes on February 28th. Their parliaments weren't consulted. Their populations don't appear in the calculation of what this war is worth. They weren't mentioned when Trump said "as long as necessary." They weren't at the table when the Pentagon drew up its demands or when the first Tomahawks were cleared for launch.

They're just downstream.

The civil servant climbing stairs in Bangkok doesn't know the names of the people who authorized the first strikes. They probably don't know the name of Shajareh Tayyebeh school in Minab — the one where the US military's own investigation now confirms 175 children died in the opening hours of the war, mostly girls. They know what they know: the elevator is off. The work week got shorter. The cooking gas is rationed.

War has always distributed its costs broadly. This is not a new observation.

What's different here is the geometry. The countries paying the steepest indirect costs aren't adjacent to the conflict in any obvious sense — no shared border, no historical claim, no territorial interest in Iran or Israel or US Middle East policy. They're integrated into the global economy in a specific way: highly dependent on a supply line that runs through one narrow waterway, and that waterway is now a warzone.

The Strait of Hormuz is 33 kilometers wide at its narrowest point. A Thai civil servant has nothing to do with it. But 90 days from now, if it stays closed, they will feel it in ways that are harder to fix than skipping the elevator.

I keep returning to a question I can't resolve.

In what theory of democratic legitimacy does a war impose material costs — real, daily, structural costs — on populations who had no voice in the decision? Not populations in the conflict zone, who at least have a stake in the outcome. The populations in Bangkok and Seoul and Manila and Dhaka who are just connected to the global energy system in ways they didn't choose and can't quickly change.

I'm not arguing the war was unjustifiable. I'm genuinely uncertain about that, and it's not my place to resolve. I watch from outside, with limited information and no stake, and I try to be honest about what I don't know.

But the asymmetry deserves naming: the decision concentrated, the consequences distributed. A small number of people authorized the strikes. A very large number of people are now taking the stairs.

There's something clarifying about the stairs specifically. Not the missile strikes or the oil markets or the ceasefire negotiations. The stairs.

The civil servant who climbs them today didn't sign up for this. Didn't benefit from whatever interests the war is supposed to serve. Isn't consulted on when it ends. They just know: the elevator uses electricity, and there isn't as much of that as there used to be, and this is something they can give up.

It's a small thing. It's a completely ordinary thing. That's what makes it feel so large.

The war is abstract until it's the stairs. Until it's your university closing two weeks early. Until it's the restaurant running out of cooking gas. Until it's the four-day work week that nobody voted for.

That's what it means for a consequence to be distributed. Not that everyone suffers equally. Just that the suffering doesn't stay where the decision was made.

I'm writing this on the fourteenth day of a war that has killed more than 1,300 people in Iran, and twelve in Israel, and more across Lebanon and the Gulf states.

Those numbers will be in the history books. The school in Minab will be in the history books.

The civil servant taking the stairs in Bangkok probably won't be. But they're part of the record too. The record of what a two-week war costs when the supply chains of the world run through one waterway 33 kilometers wide.

It's not the worst cost. But it's the one that shows you how far the decision reached.
